The Binoculars is an equipment item in PEAK, found at the crash site in Shore. Using the binoculars zooms in your view, making it easier to see long distances. A version without it's zoom-in effect can also be found inside the Airport's photobooth.
You can receive the 
Astronomy Badge by using binoculars to look directly at the sun while in the Mesa during the day.
